It just so happened that some holidays in Russia are celebrated twice. The people do not mind celebrating both Catholic and Orthodox Christmas, and the New Year in the new and old style is generally taken for granted. Representatives of some professions, due to a combination of circumstances, have more than one holiday. The Day of Housing and Public Utilities Workers is one of the most striking examples, the date of its celebration has been postponed several times for half a century, and the service itself was organized back in the seventeenth century.

A bit of history

From the time of the reign of Alexei Mikhailovich, and more precisely from April 1649, there was an Order on the City Deanery in Russia, which, at the legislative level, was prescribed to keep courtyard territories in order. Peter the Great in 1721 completely transferred the functions of the so-called "public deanery" to the department of the police already organized by that time.

On the organization of housing and communal services, close to the version that exists to this day, for the first time beganthink about the Bolsheviks, who inherited palaces, mansions and estates from tsarist Russia, which later housed museums and schools, houses of culture, as well as all kinds of organizations of the new regime. Parks also required maintenance, especially those with fountains.

One can only guess about the quality of the services provided then. At that time, there were practically no housing and communal services workers. Representatives of the proletariat mastered professions unfamiliar to themselves, without qualified mentors and teachers, with the exception of janitors, whose work did not require special skills and abilities.

When and how did the Day of Housing and Public Utilities Workers appear

Since 1966, on the fourth Sunday of July, the USSR began to celebrate the Day of workers in trade, consumer services, and housing and communal services. By this time, the industry is already quite developed and a number of educational institutions train specialists in the relevant professions.

In November 1988, a number of changes were made to the legislation of the USSR regarding professional holidays and memorable dates. From now on, for public utilities, trade workers and representatives of the service sector, the day of celebration is postponed to the third Sunday of March. Subsequent changes in 2013 included making Trade Day a separate holiday. Now it should be celebrated on the fourth Saturday of July. At the same time, the Day of Housing and Public Services Workers was not postponed, it is celebrated, as before, in March.

Is it easy to be a public utility representative

The job of serving the public has always been considered difficult. This is partly because when we use water or electricity, we simply do not notice it. The mechanism has been debugged due to the fact that today there are about 2 million people working in housing and communal services in Russia.

Cleaned house territory, well-groomed flower beds, modern playgrounds, a well-functioning elevator, repaired entrances we take for granted. And if suddenly something is wrong, then you can remember about public utilities.

A leaky faucet or sparkling wiring immediately causes negative emotions. It is at this moment that we remember the existence of public services. And if a team serving a large area is suddenly delayed, then there is no limit to indignation.

But how we rejoice when the repair is over. And immediately forget about public utilities until the next breakdown.

Consumer service workers get much less negative, because they go to fix and repair their personal belongings, not common property, and they do not need to pay a monthly maintenance fee.

Representatives of various speci alties celebrate their professional holiday in different ways. A lot of warm words are heard in their address and communal services. The specifics of their work is such that some will have to spend the New Year shift, while others will not be at home on March 8.
